Rule Highlights
Rule 1: Short title, commencement and application
- Called Central Civil Services (Conduct) Rules, 1964.
- Enforced immediately, apply to all civil employees unless specifically exempted.
- Certain personnel, including railway staff, are exempt under specified conditions.
Rule 2: Definitions
- Government: Central Government.
- Government servant: Any person appointed to civil service/post, includes civilians in Defence Service.
- Members of family: Spouse, children/stepchildren (if dependent), and other relatives (if dependent).
Rule 3: General Duties
- Maintain integrity, devotion to duty, neutrality, and ethical behavior.
- Confidentiality, professionalism, transparency, diligence, courtesy.
- Defend constitutional values, avoid conflicts of interest, refrain from obligations to external influences.
