1. Introduction to Fundamental Rules (FR)
The Fundamental Rules (FR) are the core service regulations governing Central Government servants whose pay is debited to Civil Estimates. Effective from 1st January, 1922, these rules regulate pay, allowances, leave, foreign service, dismissal, retirement, and other conditions of service.
2. FR 1-3: Extent of Application
FR 1 Title & Commencement
These rules are called the Fundamental Rules and came into force from 1st January, 1922.
FR 2 Applicability
FRs apply to all Government servants whose pay is debatable to Civil Estimates and to any other class declared applicable by the President.
FR 3 Exclusion
Government servants governed by Army or Marine Regulations are excluded unless otherwise provided.
3. FR 5A-8: Relaxation, Delegation & Interpretation
Any Ministry/Department may relax any FR if its operation causes undue hardship, with reasons recorded in writing. Concurrence of Ministry of Finance is mandatory.
FR 6 Delegation of Powers
Central Government may delegate powers under FRs except: (a) powers to make rules, and (b) powers under FR 6, 9(6)(b), 44, 45-A, 45-B, 45-C, 83, 108-A, 119, 121, 127(c).
FR 7 Consultation with Finance Ministry
No powers under FRs can be exercised or delegated without consulting Ministry of Finance, unless consent is presumed by general/special order.
FR 8 Power of Interpretation
The power of interpreting Fundamental Rules is reserved to The President.

Recurring/non-recurring payment from source other than Consolidated Fund of India/State/UT. Excludes: (a) unearned income like property/dividends, (b) income from literary, cultural, artistic, scientific efforts & amateur sports.
Service where a Government servant receives pay with Government sanction from any source other than Consolidated Fund of India/State/UT.
FR 9(9) Honorarium
Payment from Consolidated Fund for special work of occasional or intermittent character.
6. Lien, Joining Time & Leave Salary
FR 9(13) Lien
Title of a Government servant to hold a regular post on regular basis, immediately or on termination of absence. Condition: Junior-most in grade liable to reversion if entitled persons exceed available posts.
Time allowed to join a new post or travel to/from station of posting.
Monthly amount paid by Government to a Government servant on leave.
